Project Name: Integrating Youth Support in Blackpool

The Challenge


While existing services in Blackpool - Youth Services, Connexions, mainstream services, and a wide range of targeted support programmes - have made a crucial contribution, they do not amount to a coherent, modern system of support. There is much that is good about the services for Blackpool teenagers, but there is a lot that could be better.

Inter - related outcomes for teenagers require addressing e.g. high teenage pregnancy rates, high numbers of 16 - 18yr olds not in education, employment or training (NEET), concerns over substance misuse especially alcohol.



The Approach

Blackpool Council decided to bring together a family of services in September 2006 to improve opportunities for young people. The services which came together were:

Connexions



Preventative work currently provided by the Youth Offending Team



The Hub - Substance Misuse Service



Teenage Pregnancy Service



Services for Young Carers



Youth Service




A lead officer post for young carers has now been established along with a multi-agency young carers steering group. A young carers’ development worker is now in place to identify young carers early, to undertake assessment and provide packages of support. A framework for a young carers strategy has been agreed and multi-agency workshops have helped to raise the profile of young carers in Blackpool



The Benefits

Development of the new integrated substance misuse service has been praised by the Government Office North West as an example of best practice in the delivery of services to young people.

Progress has been made for the second year in reducing the numbers of teenage preganancies and the number of teenage mothers accessing education, employment and training has increased.

Strategies to reduce the numbers of young people who are not in education, employment or training have been highly effective. The percentage of young people aged 16 - 18 who are in this group has reduced significantly and is now lower than that found in similar areas.

Through taking services closer to the local communities further positive outcomes will be achieved for our young people in Blackpool.



More emphasis on positive messages about young people to counter act powerful negative media images. How a ring fenced budget for promoting positive news stories about young people who go the extra mile led by young people

How - ensuring any use of the unclaimed assets ties into strategies led by Childrens Trusts to get best value for money.
